BUDUSH coordinates mineral exports from collection through statutory documentation, custody, transit and final shipment. At each handover, the physical cargo is checked against the operating file.
Each mineral product follows a different export and handling procedure.
The starting point is the mineral form, country of origin, legal source, buyer, destination and intended shipment mode. From there, the desk defines the handling, documentation, custody and transport requirements for that shipment.
01
Copper cathode
For cathodes, the main controls are bundle and lot identity, declared weight, product specification, packing, container stuffing, seals and the final customs and shipping file.
Exporter, seller and source verified
Bundle and lot identification
Weight and packing records
Quality / specification documents
Container and seal control
Customs and shipping reconciliation
02
Copper concentrate
Concentrate requires closer attention to sampling, assay, moisture, wet and dry weight basis, loading method and carrier or terminal acceptance.
Sampling / assay record
Wet and dry weight basis
Moisture information
Packaging or bulk-loading method
Cargo safety documents where applicable
Terminal / carrier acceptance
03
Gold & precious metal parcels
Gold and other precious-metal parcels require source and licence verification, assay or valuation, secure packing, documented custody transfers and secure air-cargo arrangements.
Exporter, dealer and source verified
Assay and valuation
Current statutory export authorisation
Tamper-evident packing and seals
Secure custody and handover
Airport / airline acceptance and pre-alert
04
Tanzanite & coloured gemstones
Tanzanite and other coloured stones are handled as high-value parcels, with emphasis on licence or ownership, lot or stone identity, weight, valuation, required certificates, secure packing and custody.
Licence / ownership verification
Lot or stone identification
Weight and valuation
Certificate of origin where required
Secure packing / seal record
Air shipment / secure courier coordination
05
Rough diamonds
Rough diamond exports require origin and licence verification, valuation, the applicable Kimberley Process documentation, sealed parcel integrity and secure transport.
Source and licence verification
Sorting / valuation record
Kimberley Process certification where applicable
Sealed parcel / container integrity
Secure custody and air movement
Destination-participant verification
EXAMPLE MOVEMENT
Example export route: Copperbelt / Kolwezi → Dar es Salaam → China.
The route below illustrates one possible movement. Actual routing is set shipment by shipment according to the mineral form, approvals, transit requirements, carrier schedule, security and total logistics cost.

Rail / multimodalWhere commercially and operationally suitable, rail links can form part of the Zambia–Dar movement.
COUNTRY CONTROL
Origin-country requirements are checked before collection.
BUDUSH works around the statutory process in the country of origin. Before movement, the desk confirms which authorities, permits, certificates, valuation steps and customs requirements apply to the specific mineral and transaction date.
ZAMBIA
Mineral export file
For base-metal exports, the working file typically includes the mineral export permit process, customs declaration, shipment details, mineral analysis or evaluation and evidence of royalty or tax compliance where required.
The shipment is prepared against the mineral-export and customs requirements in force for the specific transaction.DRC
Certification before customs
For DRC-origin minerals, the pre-export file may require CEEC evaluation, certification and traceability documentation before customs export processing, depending on the mineral.
The exact certification and traceability requirements are checked against the mineral and shipment date.TANZANIA
Precious minerals & gemstones
For gold, Tanzanite and other controlled minerals, the desk checks the current licensing, valuation, export-permit and certificate requirements before accepting the parcel.
Tanzanite and gemstone shipments are reviewed against the current Tanzania mineral-trading and certificate requirements.
SIX PRE-SHIPMENT CHECKS
The cargo and its supporting file are checked at every handover.
The objective is to keep the physical cargo and its commercial, statutory and transport records consistent from collection through final handover.
01
Exporter & legal source
Confirm the legal source, owner or seller, and the exporting party's authority to transact.
02
Cargo identity & weight
Confirm mineral type, form, grade or assay, quantity, packaging and lot identity against the shipment records.
03
Export file completed
Check the permits, certificates, valuation records, royalty or tax evidence and customs requirements that apply to the shipment.
04
Custody & storage
Record weighing, lot marks, photographs, packaging, seals, storage location and custody handovers.
05
Transit, port / airport & carrier
Coordinate border movement, receiving, booking, stuffing or loading, and the carrier handover.
06
Final shipment file
Confirm that the invoice, packing list, certificates, final weight, seal record and transport document reflect the cargo actually shipped.
CHAIN OF CUSTODY
Custody controls are matched to the cargo.
A container of cathodes, a concentrate lot and a gemstone parcel require different levels of weighing, sealing, storage, access control and handover documentation.
Receipt and release are recorded.Warehousing provides a documented control point between collection, transit and onward shipment.
MINIMUM ACCEPTANCE CONDITIONS
When BUDUSH will not accept a mineral movement.
BUDUSH accepts a mineral movement only when the legal source, exporter authority, cargo identity and required documentation are sufficiently clear to proceed.
Source or ownership cannot be demonstrated
Exporter authority or required licence is missing
Declared mineral / assay conflicts with the physical cargo
Weights or lot identity cannot be reconciled
Required permits, certificates, royalties or customs clearances are unresolved
Seals or packaging show unexplained discrepancies
Buyer / destination information is incomplete
The requested movement conflicts with applicable mineral, customs or sanctions rules
DESTINATION READINESS
Prepare the destination file before departure.
For China and other overseas destinations, the consignee needs a consistent commercial, quality, origin and transport file before arrival. BUDUSH prepares the shipment pack once the final cargo details are confirmed.
01
Commercial file
Invoice, buyer / seller, terms, mineral description, quantity and value.
02
Quality & origin
Assay / specification, applicable certificate of origin and statutory mineral documents.
03
Transport file
Packing list, weight records, container / seal details and bill of lading or airway bill.
04
Buyer pre-alert
Final document pack sent in time for the importer to prepare its destination customs declaration and receiving process.
SEND THE SHIPMENT DETAILS
A first review starts with the mineral, origin, quantity and destination.
With these details, the Minerals Special Desk can review the likely route, handling method and document path before discussing timing and cost.
